Can I resend a broadcast only to people who didn't reply?

Yes — 'Didn't reply' is the default Re-target outcome. Create a new broadcast, choose Audience → Re-target, pick the original broadcast, keep 'Didn't reply' selected, choose your follow-up template and send. Only contacts who received the first message and never replied are included.

What outcomes can I re-target?

Four: Didn't reply, Didn't read, Wasn't delivered, and Failed to send. You can select several at once (a contact matching any of them is included once). 'Failed to send' only re-tries recoverable failures — invalid or non-WhatsApp numbers are skipped to protect your quality rating.

Isn't resending annoying to customers?
